    Explanation

    刮 (guā) means 'to blow' when referring to wind, or 'to scrape' in other contexts. In weather descriptions, 刮风 means 'the wind blows.' It is commonly used to describe windy conditions, as in 会刮风 meaning 'it will be windy.'
