加上 + Clause
The conjunction 加上 (jiāshàng) is used at the beginning of a clause to introduce an additional factor or reason, similar to "in addition" or "coupled with" in English. It connects causes or conditions, building on what was previously stated. For example, 加上预防措施不足 means "coupled with insufficient preventive measures."
